Chapter 1 Foreword and Aim
Article 1
This regulation is divided into five chapters. Chapter 1 covers the foreword and aim. Chapter 2 covers general rules. Chapter 3 details the selection process and related matters of dormitory autonomous officers. Chapter 4 outlines the duties, obligations, and rights of dormitory autonomous officers. Chapter 5 pertains to matters related to the NTHU dormitory heads joint meeting.
Article 2
The aim is to develop student autonomy, protect benefits for student’s dormitories and promote regular dormitory life.
Chapter 2 General Rules
Article 3
Every organization established by the regulation is guided and operated by the Division of Student Housing.
Article 4
The school designates a dormitory head for each dormitory. The dormitory head may add a number of vice-head residents and floor resident assistants depending on the number of residents and other service needs, but the numbers are not allowed to surpass the numbers that The Dormitory Administrative Committee has checked and ratified (Annex I).
Chapter 3 Selection Process and Related Matters of Dormitory Autonomous Officers
Article 5
Each dormitory shall have one dormitory head, with a term of one year (from February 1 to January 31 of the following year).
Article 6
Selection process and related regulations of dormitory head:
  1. Current dorm residents (except for those who are going to graduate in this academic year) can sign up to run for the role of dormitory head. The dormitory head will be voted for by dorm residents. Tied candidates will have to draw lots. The election process includes announcement, registration, paper work and voting process, etc., are held by the present dormitory head. The candidates are prohibited from participating in the election processes. Violators will be disqualified from the selection. If the present dormitory head is one of the candidates, then all candidates will have to assign one resident together to be in charge of the election.
  2. If the dormitory head fails to fulfill the required duties, a recall vote can be initiated by countersignatures of one tenth of the residents. Then all residents will vote under the supervision of a dorm instructor. The dormitory head will be removed from the position if the recall votes pass half of total votes.
  3. During the period of the academic program, if a dormitory head or dormitory autonomous officer violates dormitory rules and accumulates 10 or more points, they will be ineligible to serve as a dormitory autonomous officer and will be relieved of their duties.
  4. If the dormitory head is recalled or removed from the position within three months from the date of assumption, a reelection should be held; if the dormitory head had been on duty for more than three months, the position should be overlook by the Vice-Head Resident or be appointed by Housing Division.
  5. If the dormitory head is unable to fulfill their duties for any reason, their rights as dormitory head will be revoked, and the remaining term will be carried out by the vice dormitory head.
  6. The election of head residents is held in Nomember, and hand over is during the alternation of the first semester and the second.
Article 7
Selection process and related regulations of vice dormitory head:
  1. Appointment and discharge: executed by the dormitory head. (Priority of housing shall be cancelled and evacuate from the allocated housing bed for the vice dormitory head from the date of discharge).
  2. Term: the term of service is the same as the dormitory head.
Article 8
Selection process and related regulations of floor heads:
  1. Appointment and discharge: executed by the dormitory head. (Priority of housing shall be cancelled and evacuate from the allocated housing bed for floor heads from the date of discharge).
  2. Term: the term of service is the same as the dormitory head.
Chapter 4 The Duties, Obligations, and Rights of Dormitory Autonomous Officers
Article 9 Duties of the dormitory head
The dormitory head is responsible for managing and examining the work of vice head-resident and floor commissioners. Also, the dormitory head publicly represents the delegate for all the residents, and is responsible for conveying residents' opinions to the school; Internally the dormitory head is the person in charge of dormitory autonomous officers, and has the duty and right of supervising and urging the execution of dormitory affairs.
  1. Regular duties:
    1. Supervise the execution of work by the dormitory autonomous officers.
    2. Handle and react residents' opinions.
    3. Handle and notify emergency in the front line.
    4. Communicate with correlated staff and members.
    5. Assist the dormitory manager: Maintaining the cleanliness of dormitory environment, managing and maintaining various dormitories facilities, and other related tasks.
    6. Management and maintenance of the refrigerators in the public areas.
    7. Manage the use of shared dormitory spaces such as study centers, lounge, kitchens, kitchenettes, dance studios, and other communal areas within the dormitory.
    8. Offer service time for residents and announced by the head-resident, so as to fulfill the dormitory duty.
  2. Routine duties:
    1. Hold the next election of dormitory head.
    2. Summon the committee of the dormitory autonomous officers.
    3. Hold a meeting for all dormitory residents at the beginning of each semester to discuss dormitory living standards and address issues related to housing quality.
    4. Attend NTHU dormitory head joint meetings. If unable to attend, request leave or appoint a representative from the dormitory.
    5. Evaluate the efficiency of execution of the dormitory autonomous officers of each level.
    6. Take charge of conveying school's measures and rules to the residents.
    7. In cases of students violating school or dormitory rules, report to the school for disciplinary action according to school regulations or deduct points as per dormitory rules.
    8. When someone has specific good deeds, the head-resident is able to inform school as an exclusive case and apply for rewards.
    9. Regularly proclaim the detail ledger of revenue and expenditure of dormitory.
    10. Allocate dormitory rooms according to the Division of Student Housing's plan, with coordination by the dormitory head, and the allocations will be announced by the Division of Student Housing.
    11. Maintain safety and order in the dormitory, mediating boarders' disputes, and informing them to the related school division.
    12. Assist checking out the dormitory property at the beginning and the end of the semesters.
    13. Participate in leadership training and relevant educational programs (such as dormitory head workshops and first-aid training).
Article 10
Rights of the dormitory head and matters related to unfulfilled responsibilities:
  1. Over the term, reduce accommodation fees and air conditioning fees at the dorm (the amount reduced may not exceed NT$40,000, with the difference to be made up).
  2. Take charge of the employment and discharge of vice dormitory head and floor heads.
  3. Possess the superiority of distribution of dormitory accommodation in the next school session. (Excluded Single Rooms, Quiet Rooms of undergraduate students on the main campus and suites of Nanda Campus. Please apply above-mentioned rooms according to dormitory regulations)
  4. If the dormitory head fails to fulfill their duties, fees will be deducted according to Annex II.
Article 11
Duties of the vice dormitory head: Manage and evaluate floor heads, assist the dormitory head in handling related affairs.
  1. Regular duties:
    1. Assist supervision of the execution of work by the dormitory autonomous officers.
    2. Handle and react residents' opinions.
    3. Handle and notify emergency in the front line.
    4. Communicate with correlated staff and members.
    5. Temporary required business from dormitory head.
    6. Offer service time for residents and announced by the dormitory head, so as to fulfill the dormitory duty.
  2. Routine duties:
    1. Take charge of the distribution of activity design and supervising the execution.
    2. Assist holding the elections.
    3. Attend the NTHU dormitory head joint meeting on behalf of the dormitory head.
    4. Assist holding meetings for all dormitory residents.
    5. Assist evaluating the efficiency of execution of the dormitory autonomous officers.
    6. Assist the dormitory head to complete an inventory of property at the dormitory before check-in or check-out at the beginning and end of the semester.
    7. Participate in leadership training and relevant educational programs (such as first-aid training).
Article 12
Rights of the vice dormitory head and matters related to unfulfilled responsibilities:
  1. Over the term, reduce accommodation fees and air conditioning fees at the dorm (the amount reduced may not exceed NT$27,000, with the difference to be made up).
  2. Possessing superiority of distribution of dormitory accommodation during the term of service. (Excluded Single Rooms, Quiet Rooms of undergraduate students on the main campus and suites of Nanda Campus. Please apply above-mentioned rooms according to dormitory regulations)
  3. If the vice dormitory head fails to fulfill their duties, fees will be deducted according to Annex II.
  4. If the vice dormitory head neglects their work obligations, the dormitory head has the authority to dismiss them (all rights are revoked from the date of dismissal, and the vice dormitory head must vacate the assigned bed).
Article 13
Duties of the floor head:
  1. Assist the dormitory head and vice dormitory head in handling relevant matters.
  2. Assist in managing all affairs of the dormitory (such as cleanliness, resident safety, and order maintenance).
  3. Convey the residents' opinions and promote various matters.
  4. Inform matters (such as about repair, safety, cleanness, etc.).
  5. Attend the NTHU dormitory head joint meeting on behalf of the dormitory head.
  6. Assist holding meetings for all dormitory residents.
  7. Assist the dormitory head and vice dormitory head in organizing related activities.
  8. Assist the dormitory head to complete an inventory of property at the dormitory before check-in or check-out at the beginning and end of the semester.
  9. Participate in leadership training and relevant educational programs.
Article 14
Rights of the floor head and matters related to unfulfilled responsibilities:
  1. Priority in dormitory allocation eligibility during the term of service. (Excluded Single Rooms, Quiet Rooms of undergraduate students on the main campus and suites of Nanda Campus. Please apply above-mentioned rooms according to dormitory regulations)
  2. If the floor head fails to fulfill their work obligations, the dormitory head has the authority to dismiss them (from the date of dismissal, the priority for dormitory allocation is revoked, and the floor head must vacate the assigned bed).
Article 15
Upon completion of the term of office for each officer as stipulated in these regulations, the dormitory instructor can inform school and apply for their rewards according to their performance audit. For those who demonstrate exceptional performance during their term, the dormitory instructor may apply for special rewards at any time.
Chapter 5 Matters Related to the NTHU Dormitory Heads Joint Meeting
Article 16
The NTHU dormitory heads joint meeting is composed of all dormitory heads. The chairperson and vice chairperson are elected from among the dormitory heads. However, the chairperson and vice chairperson must be of different genders, or the meeting may be convened by the Division of Student Housing instead.
Article 17
In principle, the NTHU dormitory heads joint meeting shall be held at least once a month during the academic term. The meeting may invite the director of the Division of Student Asistant and relevant school personnel to attend, discuss dormitory-related matters, and propose suggestions to the school.
Article 18
If there is any important change of the following methods of management, the Office of Student Affairs has to inform the NTHU dormitory heads joint meeting in written form before two weeks of formal conclusion on change:
  1. The deliberation and revision of the student housing counseling rules.
  2. The deliberation and revision of dormitory distribution, fee charges, and management.
  3. Important construction project.
  4. The deliberation of other matters of dormitory management.
Article 19
The functions of the NTHU dormitory heads joint meeting:
  1. Bring forth related suggestion of school houses business and send it to the dormitory administrative committee for determination.
  2. Take charge of consumption benefits and entertainment facilities in the dormitory areas.
  3. Timely convey boarders' problems to the school.
  4. Coordinate with general affairs of dormitories.
  5. Elect the student's representative of the dormitory administrative committee.
Article 20
The regulations are adopted according to amendments brought forth by the NTHU dormitory heads joint meeting, be examined by dormitory administrative committee and adopted by the committee of student affairs after being approved.
Note: If there is any discrepancy in understanding between this version and the Chinese version, the Chinese version shall prevail.

Notes:
1. Each dormitory is generally assigned one Dormitory Head and one Vice Dormitory Head.
2. The number of residents in the dormitory is based on a benchmark of 300 people. For every additional 300 people (inclusive), one additional Vice Dormitory Head will be appointed.
3. For dormitories with more than 100 residents, one additional Floor Head will be appointed. In undergraduate dormitories, one additional Floor Head will be appointed for every additional 100 residents. In graduate dormitories, one additional Floor Head will be appointed for every additional 150 residents, and so on. The number of male and female bed spaces in Dorm Hsin is adjusted according to the gender distribution for the academic year, and the number of Floor Heads is adjusted based on actual needs.
4. Number of Floor Heads:
Undergraduate dormitories: 1 Floor Head for 100-199 residents, 2 for 200-299, 3 for 300-399, and 4 for 400-499.
Graduate dormitories: 1 Floor Head for 100-249 residents, 2 for 250-399, 3 for 400-549, 4 for 550-699, 5 for 700-849, and 6 for 850-999.
